Its supposed to give pokemon some variance. But the overall effect is so tiny, a casual player would never notice. Hopefully it stays dead.

Depends on the game, what stage of progression I'm in and what the fuck I'm doing because >>58517215 except when you are maybe playing a hard roomhack or a fangame like pokemmo.
Personally, even on challenging roomhacks, I can tolerate bad IVs if the pokemon isn't a shitmon and their nature is right.
But a shitmon has no excuses to have bad IVs because what's stopping me from just capturing another one with decent IVs?
Rather, why would I even waste time capturing a shitmon in first place unless I want to complete my pokedex or something else?
Nature and ability is what makes or breaks the deal for me.

And the players who will notice, competitive players, just see it as an annoyance.
And the variance they introduce is always strictly positive or negative. It's not like natures which have a tradeoff. A Pokemon can have 31 in every IV or 0, and the one with 31 is objectively better.
I can't think of any argument for IV's being good.

Back on the GBA a low IV Gardevoir with a bad nature could still kill it in contests. You could even pretend that +atk nature results in a nice physique.
Now you have bottle caps and mints. Any pokemon can have a 31 in every stat and an optimal nature.

They could perhaps have made it so that in all non-EXP-awarding battles like multiplayer battles, that all IVs are temporarily set to 31 such as how Level can be set temporarily to another value. Or temporarily randomise them all instead of set them all to 31.

In Pokémon Contests, all species of Pokémon are completely identical gameplay-wise except for what Moves they can learn, and in ORAS if they can Mega Evolve or not. That's it. It makes Smeargle arguably the best species for Pokémon Contests in the main games.

IVs being lowered for certain hidden power types was right at the edge of the way they should have been handled. You should have tradeoffs available between stats and movesets/abilities. Say certain eggmoves are locked behind certain IVs being sufficiently low, or you have to lower IVs for a specific tutor move, or the better ability is locked to having IVs total less than half total possible IVs. THAT would be interesting.
