Zygarde Complete didn't really need a superior form, just permanent access to its 100% with improved Aura Break, which immunizes it to moves boosted by Fairy Aura and Dark Aura + Core Enforcer, which hits Fairy types while increasing its BP to 130 in Complete form (only) to counterbalance its disastrous special attack.
