Flannery, old Sabrina, Sonia, Karen, Misty, Phoebe, Dahlia, Lucy, gym leader Marine, Viola (a little), Elesa, Malva, Gardenia, Taunie, Sada, Shelly, Jesse, and Plumeria all have exposed midriffs. They insert a pretty hot character or two every game, but I'd say Canari and Skyla are in another tier. I'm pretty sure LA is the only game without a character having an exposed midriff, which is probably because of the setting.
