Besides, if the whole city was one model and the game didnt completely shit itself it would be a massive technological achievement, not even Rockstar has managed to load an entire map at once.

Honestly, 1 model would be a ridiculous achievement because that means they can't rely on tricks off screen to help render the map (well actually there are other tricks there to make it perform better too).
Probably next to impossible for the switch to do that other than small miniature models for cutscenes.

But it does seem like they just merely extrapolated the smaller model and probably thought they would eventually fill it up and detail it more... but of course the schedule they release games on nowadays makes that impossible so you just get their "draft" essentially. You can tell because the dungeons and underground maps are much more heavily detailed and look really good. I'm actually a bit pissed off that they just shat this thing out prematurely and made it kinda crappy.

There's gameplay changes that pokemon has desperately needed for some time there. I guess they were going to make this area part of a larger open area too, but gave up and just tacked on walls and obstacles to prevent that sort of exploration of the city.

Have you seen the walls in the game? They don't have many polygons bruh. It looks like a ps1 setting almost with added modern post-prod tricks and textures. The walls are flat, there's no windows (they're just one stretched texture over the entire wall of the building).

But you look at early 00s ps2 facial animations and it's a fuck tonne better than most crap today. People just had that ability in studios back then. Animators were probably more sophisticated with programming back then to do what they wanted.

There's creatures in MH World that have upwards of 600k triangles.
