Multiple adaptations already did this.
For example, PokeSpe fixed it by making the energy crisis happen much sooner than 1000 years, justifying Rose's insistence on making the Darkest Day happen ASAP, and the anime fixed it by making Rose's motivations stem from trauma (his dad died in a mining collapse, so he wants to use the infinite energy of Eternatus so no one has to work in such dangerous positions and suffer a similar fate) and ultimately do his father justice by making a better Galar, like what the mining operations were supposed to do.

lysandre's motivation made sense, though? he wanted to wipe out anything and anyone that didn't fit his idea of beauty (and unless i'm mistaken, ZA didn't try to "make sense" of lysandre's goal, it just gave the guy a redemption). a motivation can be utterly fucking insane and still make sense. chairman rose's goal was utterly fucking insane on top of not making sense

Rose's motivations make sense if you consider his real goal was to create the ultimate spectacle in Galar that would immortalize him in Galar history forever. Imagine it, Rose's champion defeats Eternatus, stops the Darkest Day, and saves the country from a crisis it will face ages from now, ALL during his most successful Champion Cup yet.

Lysandre's motivations weren't the problem, they're a pretty interesting take on standard depictions of madness. The execution was awful, that's why making the character reappear with a better execution could reseem his fundamentally interesting theme and motivation.

Rose's motivations and methods are fundamentally idiotic and unrealistic.

The obsessions with perceived purity and uniformity draw from real facets of the human mind that are simply exaggerated in the character, there are historical equivalents to this obsession with "cleanliness"/"beauty" (Hitler and his hatred of "degenerate art" comes to mind)

Chairman Rose's motivations are an extrapolation of a fundamentally rare and unrelatable aspect of the human mind which is anxiety about an extremely far away future, the average human struggles with taking action yo fight an increasingly imminent climate catastrophe because it's so hard for us to fight the animal instincts that tell us to focus on the present and immediate future, a villain that takes this to an even further extreme cannot be relevant commentary on anything observable in the real world

No, that actually makes more sense. A utopian world has no natural checks against population growth because everything is peaceful and plentiful, which causes populations to explode and makes those resources to no longer be plentiful. You can see that in our world right now.
