Except no there's nothing to indicate that, if you lose the final rival battle the story goes on the same just with the rival actually being the stronger one and it still happens. All AZ ever says the strongest mega evolution user has to do is mega evolve Floette and they do that. The tower would have still went out of control if the player were up instead except the rival doesn't have a bond with Zygarde so everyone in Lumoise just dies.
