Shudo has explained that Misty was created because little girls are less likely to watch a show without any female characters in the main cast, but as long as there is a female character, she doesn't really have to DO all that much.
So yeah, Misty has pretty useless mons because Misty's job was to be there on the screen, not to actively participate in the plot by battling or anything like that.

There was a lot of odd stuff in the anime. Like for example it was fairly common in the beginning to reference real world weapons which implied that the pokemon world had them and likely militaries as well.

It makes sense in a way because the average pokemon is a superpowered monster capable of mass destruction so of course humans need comparably strong weapons. But it does seem out of place compared to the games and the implication of guns existing kinda makes you wonder about the point of pokemon trainers.

Sugimori designed a weapon that functioned like a temporary Poké Ball to capture rogue Pokémon (it's never specified if it worked on humans). I wonder why they never implemented it in the anime? That would have saved them a lot of trouble with censorship.

What i winder is if team rocket had access to firearms why nobody took them more seriously or tried to arrest them. It seems like in most pokemon universes including the games people are just sort of Okay with there being roaming gangs of thugs blowing things up, stealing pokemon, and running gambling enterprises.

I never understood why they chose to keep Goldeen around instead of Horsea. Theu jad the same problems of not being able to fight on land, but Horsea was way cuter and had more personallity in it's first episode than Goldeen ever did.

For me, their biggest mistake was not using Misty and Brock as a plot device for Pokemon related to their specialties and related topics. For example, Brock could have explained the biology and care of Ground and Rock-type Pokémon, as well as some paleontology and mineralogy, since that was his hobby in the games. Misty could have shared interesting facts about aquatic Pokémon and all types of bodies of water in general (whether Water-type or not, as is the case with Dragonite), and she could have been the athlete of the trio.

Also, they would constantly rotated their teams. Brock using a Rhyhorn as a mount for the trio during land journeys, Misty had a fucking Lapras from day one for aquatic journeys (it didn't matter that it was garbage in battles), an episode with her training Ash's Kingler, another with Brock raising Larvitar and explaining how a terravore works, Misty having to take care of her sister's lazy Dewgong, and Brock raising a baby Geodude to give to his younger brother as his first Pokémon.

You get the idea, I feel like much more could have been done to avoid falling into the tedium of the Johto arc that killed Pokemania.

That's how mafias work, that's how gangs work, and that's how the cartels work.
It's not so much people aren't okay with them, as it is that people recognize it's dangerous to deal with them, and most don't want to put their life on the line for it if they can help it.
Except the mafias in prohibition-era America, those guys were actually beloved because they supplied alcohol.
