This is probably the worst way wild Pokémon have ever been implemented, areas with only three pokemon, and the later ones just filled with their evolutions.

Wild Pokemon are being attracted to Lumiose by the Mega Energy the tower is emitting, and the Wild Zones were built to keep them contained

The mayor started the urban development plan both as way to make the wild Pokemon invading the city look intentional, and to bring people back to Lumiose after the incident 5 years ago caused people to move out and property values to plummet
