Gris is literally saying they will have to come back around to discuss how to overcome this issue that no one organization has the resources to fix every problem and not get mindbroken like Lys, which is sort of the point of the game. In the end no one group or person has the silver bullet answer, but people from all walks of life and conflicting interests/ideals come together to save the city from what is effectively a natural disaster.
