A level 9 noctowl would've been fine for falkner. It has shit attack and defense, worse than pidgeotto. Heracross would've been good for bugsy since despite being very strong you can take advantage of it's 4x weakness in the same way as scyther.A misdreavus for morty would've been fine for variety, but gengar provides a better challenge as the ace. That goes for Chuck as well, the lock-on into hypnosis or dynamic punch is more interesting to battle than any other fighting type as his ace. Hitmontop could've replaced primeape though. All the other gyms are fine, you could give morty a sneasel if you want another shitmon to OHKO on the way to piloswineIf they could do it over, they should've put slugma in the burned tower (it makes no sense on cycling road) put houndour outside goldenrod at night since it's an urban dog pokemon, and switch dark and ghost as phys/spec types

>>58561915What people seem to forget/not understand is that in the context of GSC there were no Kanto/Johto Pokemon, the Gen 2 Pokemon were newly discovered across both regions. In other words, during the events of Gen 1 there were only Gen 1 Pokemon in Johto as well. This is why so many of them still appear in Johto, and why so many trainers and gym leaders still use them as well. It's also why the two regions share a Pokemon League, and why some Gen 2 Pokemon don't show up until you reach Kanto. The idea of Pokemon being exclusive to certain regions wasn't really in effect at the time.
