And the alleys aren't hugely wide, so having balconies everywhere would leave like no space between buildings. Plus the player does a lot fo rooftop platforming which the balconies could provide unintended paths through. And they out scaffolding on the outside of buildings that fills the role that any geometry on the buildings would have provided if it was there. All in all, it's fine and I'm not mad about it.
