Everything that makes her awkward and too out there works because she is associated with fairies, if she was another type specialist it wouldn't really work, being unhinged and using cartoonish ojiu sama level money as a fairy uses magic to do whatever the fuck they want to a point others fear or detest them in universe just works too well, if she was liked by everyone the design would fall apart but because others tolerate her at best is why she works. She also has a good fucking battle theme.I personally wouldn't design a character like Jacinthe, but it just works.
