They probably didn't intend for it to be a legendary but rather a 600bst mon thats very powerful and very rare but back then basically only legends can have that kind of bst (or pseudo) hence why its categorized as such. A rare, onetime overworld find in a postgame area. These days we have paradoxes, ultra beasts and shit like archaludon so its not really a big deal anymore
I had to get my cousin to catch it for me back when I first played Diamond, and I think that’s a cute memory, so I have a soft spot for it.
