I think they did realize it was possible to get here even without cheating (ex. get Cut but then faint afterward from poison or something, or don't get the HM but have someone trade a mon with it from elsewhere), and so just threw the truck in that area >>58636875 like this anon says. Like I don't think it's super deep; they wanted to throw something weird in there for players because it's a weird "hidden" area you can technically still get to, but also didn't put a cool/exclusive item or mon there because it wouldn't really be fair to people who played it the right way.

This is the correct answer. The truck was used on the map for C as seen on the Capsule Monsters concept map, C was removed with the map possibly being reworked into the S.S. Anne port, truck was kept as a reminder to the developers of what could have been even though most players would never find it.

Sadly RG were made before things like version control were standard practice. The game wouldn't almost die to a PC hardware failure mid-development if they had made proper backups.
SW97 survived because it had to be flashed onto multiple cartridges for exhibition. The chances of any RG beta got flashed into a cartridge and were never overwritten or lost over time are extremely slim.

Version Control Software became widespread in the 80s for any major software company that could afford a master server, and with the falling prices of hard drives, it became common within the games industry as late as 1994.
We also know that Nintendo had a hand in the development of Pokemon Red and Blue by providing guidance and funding. Nintendo absolutely loved to acquire copies of their second party titles periodically to check in on the progress. So, even if Gamefreak didn't use VCS, Nintendo would most definitely have backups somewhere which could be used as psuedo-repository.

Considering how much of a shitfest was development of Gen I, including multiple data losses? The "early builds" never existed in form or shape that is useful for anyone. Bunch of various files and scripts spread across entire development team, waiting for being put together or abandoned due to time, space and skill constrains. Unless the original 10 devs will sit together and just write down all their memories from that time, it's a forgotten era that will never resurface.

Even if we only got bits and pieces... there are some very talented people in the rom hacking community that could stitch together a fascinating and fun "what-if" type game. I get the not wanting to put an item or Pokemon there... but it would've been pretty cool if there was an old, tattered note on the ground next to the truck that the player could find and read. As to what the note might've said, well, maybe it could've added a little lore to the world, similar to the Pokemon Mansion journal entries, or even been a message from the developers to the player, congratulating them for finding a remanent of the past.
