Froslass, it's ghost magic, we see plenty of illusionary ghost magic in origins and PLZA. Presumably something similar was happening with the Ninetales, which has some spooky ghost connotations including the laying of curses. If anything, it's a little weird it's not fire ghost in the same way that like, decidueye is grass ghost or a marowak and skeliderge are fire ghost.

And ditto literally uses transform, unless it uses Imposter which is even stronger.
