Probably because it's supposed to be a mythical Pokemon but it has the design of the final stage of a Starter or early route mon

The only noteworthy appearance it had was in the future world Ash and Pikachu went to where Guzzlord was eating everything, and even then it wasn't even that interesting.
I would have took any other mythical getting a Mega over Zeraora, its by far one of the most boring and judging by its Mega design seems the artist think so too.

For some fucking reason, all the magnetic energies shoot out, and the metal object get the american speed limit of "FUCK OFF!", destroying the target.But a funny fact: turns out that using electricity to charge railguns is still impossible. One prototype for an assault rifle was made, and after shooting the first mag, the battery went from 100 to 69. Railguns are still not a viable choice unless you are using a tank. Basically an overcomplicated catapult.

Man-portable railguns were never really an option, even with China's posturing that they have one. Most militaries wanted to adopt it for the navy, because having something that can engage BVR at supersonic speeds without expensive propellants would be wonderful, and electricity is rather reliable on a ship. Unfortunately, railguns are very, VERY mechanically violent and have a tendency to tear themselves apart. Early railguns couldn't be fired after a couple dozen shots. Current railguns struggle beyond 1000 without total replacement. For comparison, the notoriously unreliable 14 inch guns that were abandoned from multiple navies because planes were more effective handled around 300 before minor servicing was needed.
