So this guys' definitely a psychic of some sort cause he can telekinetically control Pokeballs (like most Psychic trainers), and assuming it's not just slight of hand he can also teleport objects to him (shown with the Pokeball in his introduction) and teleport himself (shown when he's defeated). I can't think of much else psychic humans in Pokemon are capable of aside from Tate & Liza levitating in ORAS.
