Surf is the worst move of all time game design wise, because it completely outclasses every other mid-end game water type move with only a few situational exceptions like scald. but the thing with surf is that it is given to you in every game for free, it can be taught to practically every water type, even ALL your water types because its an HM. There is no reason to use, say, crab hammer in frlg because of surf
