They were never going to be in because that would require them to canonize which gender was the hero who saved Kalos from Team Flare, and protagonist favoritism is something they've very deliberately avoided because of Crystal introducing the gender variable.
Once again, Crystal was a mistake, and if not for it, we could've had Gold coming to Hoenn to broaden his horizons and end up facing off with a fellow Johto Kid who became champion, after growing curious about one of Hoenn's new Gym Leaders being from his own home region..
