Ash was a disastrous Torterra trainer. He always wanted Torterra to run like Pikachu; he didn't understand anything, neither at the beginning nor at the end. This is lifelong psychological abuse for that Torterra.

Ash didn’t because he’s always focused on speed, even with his slower Pokémon. It’s why his Torterra never won a match.
