Hell, it's one of the only Pokemon fics I've read that respects Pokemon's tone, period (and it's astounding there's so few). They split up duties by each watching over one side of Mt. Silver, which is called that because Lugia has to cross the Mountain from its tower. This led to several issues, such as the Legendary Birds (Lugia's underlings who roost in Kanto) becoming aggressive with each other. And without it's guardian diety, the people of Kanto slowly lost their faith in the old traditions. Instead they began to rapidly modernize with technology to fill the gap that Lugia's absence left. Maybe after the tower burned down the people of Kanto blamed Johto and Ho-oh for Lugia vanishing, tensions escalated, and the region split into two as war broke out.

VF really made use of the unseen potential Rescue Team left behind for Gengar. Unfortunately he got sidelined in his own story later on so I can't wholeheartedly say it tapped its full potential, but it grasped a very nice concept and did justice to it. It's not everyone's cup of tea, but for me it was just right.
