Such a retarded choice to avoid making those common sense moves available for what is supposed to be a top class fossil, they wouldn't even be particularly broken on it, the mega loses Rock Head anyway and base form is more balanced.
It should also learn Dragon Dance, it's a frail fast physical attacker with a limited coverage and relies a lot on STAB + EQ, nothing a priority attacker or tank can't check.
