Being bad in competitive playing doesnt make a pokemon bad by itself. Smogon rules and showdown ban a lot of gameplay mechanics and even more importantly make every hidden power type you desire accessible. That makes cp as an indicator for how good a pokemon is completely worthless imho. And even if I give it some credit the only gen that matters regarding battle viablility is the gen a pokemon was introduced in. the regis are very good in gen 3 IF you actually know how to use them. The regi trio being weak since their introduction of a lot of players that are just bad at the game. I would even go so far as to say if you actually play the original games without cheats or battle simulators during gen 3 the regis are the bst regional legendary trio by far. Mostly because they dont need hidden power to get a good moveset. Evaluating a pokemon based on the assumption you can get the perfect hp for all of your mons is absurd. The best way to evaluate the battle power of a mon are battle facilities imo because they use all gameplay mechanics as they are and ai opponents never use hidden power. Zapdos for example would only have electric moves for special attacks. awful. moltres needs solarbeam or it would have only fire moves. awful. raikou and entei do have a special movepool outside stabs to some extent but the type coverage is very bad. the regis movepools are awesome if you sue tms and hms which you should. Never evaluate a pokemon just by its level up movepool. They are bad most of the time. As for ingame againt elite 4 - slow mons just dont work well here because ingame is not a fair format. Your team would need to get fully healed before every fight. and even there at least regice is very good. But overall skilled players can make most pokemon work out in some way if they like them a lot and research them well. The only true problem the regi trio has is powercreep and thats not their fault.
