I didn't really have any problem staying under the XP curve when I played it. but I benched my starter for an elemental monkey. The candies are a lifesaver for getting a new party member up to speed, but completely shatter the difficulty curve outside of alphas. Pokemon is one of the few RPGs where I think level scaling 'could' work, but at the same time I don't think the players could handle any actual challenge.

It's already there in some way, has been since gen 1 in fact with traded Pokémon over a certain level not following your orders. Yeah some Pokémon are meant to level up faster, but I don't really see the issue. They'd still have value before you hit the level cap, and if the game is structured well enough you won't get stuck on the level cap for too long anyways, if at all. I don't know, to me a level cap shouldn't mean you instantly grind up to it as soon as it goes up, it would be more of a failsafe to prevent the player from getting too powerful too fast
