Masuda has gone on record multiple times in both interviews and notes saying none of the Sinnoh myths about Pokemon- legendary or otherwise- are literal; the Galar fossils’ dex entries are made up on the spot by Cara Liss; Kyogre and Groudon didn’t make the land and the sea but people think they did. In the BW2 notes they also mention that there might not have ever *been* an “Original Dragon” and that Kyurem may actually be a closely related life form that independently evolved to absorb Reshiram and Zekrom; even Juniper ingame suggests that nothing said- nor interpreted- in the mythos is meant to be taken as anything more than hypothesis. The spculation of characters in-universe isn’t, and has never meant to be, a stipulation of objective truth; they aren’t omniscient.
