Why did Masuda turn the rival into a darker character? Would you have preferred Tajiri's Silver? Do you think they had planned the whole "Silver is Giovanni's son" thing since 97, or after Masuda took over in 98, or only when they were setting up for HGSS in FRLG?

It's a natural evolution of the proto character. Taking the shallow concept and giving it depth, it's inevitable for a brash braggadocios bastard to have some baggage. It's also a natural evolution of Green/Blue, rather than just repeating the same beats, we get a rival with some more complex motivations and some semblance of an arc.

Sometime during the retool, after the Imposter Oak plot was scrapped, during the period when they were trying to nail down a main antagonist. In the manga, Silver was kidnapped by the Masked Man who serves as Rocket's new leader. This gives context for his grudge against Rocket. It's a different take on the material, but it gives insight that this concept was bandied about well before FRLG. The evolution of Silver from "Green, again" to "brat with a chip on his shoulder" was probably a direct result of them writing his Rocket origin. Like a lot of stuff from later GS development it just didn't get fleshed out, and that's likely why RS really hammers home its story beats and character relationships. That structure seems feels very front of mind. Even though some stuff got cut or scaled back, like Wally being sick, there was a clear emphasis on telling-not-showing.

I'm not fond of any rivals in Pokemon, to be honest. They just seem to pale in comparison to other franchises, especially in later entries(Hop, Hau, Nemoma, ect). As for the question, isn't Masuda all about making things edgy and dramatic? Everything he directs seems to have much higher stakes, legendaries whose power is much more godlike in scale, evil teams whose motivations are much more complicated(at least compared to team rocket who wants to make money). I don't necessarily believe that these aspects make the games have more depth or inherently make the game more interesting, XY isn't a better game because its box legendaries represent life and death. Something being deeper or "more complex" doesn't necessarily mean it's better. Back when I played Silver when it came out, I never got the impression that he was Giovanni's son, though I admit I was a stupid kid at the time(and possibly a stupid adult now!)... I never played HGSS, so from what I experienced, I don't know how I'm supposed to get that connection. To me, it's something that was definitely included in later media, like those Rocket admins suddenly being people now too. I don't think it's a coincidence that they add a character like Ariana in the same games that they make Silver being Giovanni's son. I dunno, I know I don't care for it, though.

Masuda games generally seem to be really bad at actually showing character depth. They tell you everything and have to tell you the story directly but they never actually apply it. HGSS feels like the first time they ever tried to make the Gym Leaders feel like people and not boss fights, which was something FRLG wanted to do but failed miserably due to dumping it into a useless, unfun Wiki item called the Fame Checker while HGSS outright shows you the Gym Leaders doing daily things out of their Gym. It definitely went to influence how BW were written, but then they reverted back on that in XY

As for Silver, they probably intended him to be Giovanni's son in GSC, but because of the issue I said how Masuda games are bad at showing, they never tell you the truth. At the very least they SHOW you his character development, which is better than even some later games, but it took FRLG having the Rocket Admin say Giovanni's kid has red hair where it became obvious what the intent was

HGSS is completely without Tajiri's influence and it shows. FRLG was already trying to be babby's first Pokemon game but HGSS turned that up to an insulting degree. FRLG at least had some edge left in it thanks to Tajiri but HGSS is all rounded corners with no edge left.
