I have a hypothesis that it was originally going to boost ball and bomb moves (Bulletproof was added in the same generation), but they noticed that Blastoise's learnset would have to be heavily tweaked in order to make that work, so it was scaled down.

they really need to start labeling these categories on the moves themselves if they're going to keep pushing this mechanic. They've been doing it since gen 3 with sound-based moves (should have been a type) and they keep going still with "wind" moves now. Just add another tag to any given move: Contact, Wind, Sound, Ball, Bomb, Aura, Pulse. That way you don't have to deal with translation ambiguity.
There's also a handful more categories they should include, if I recall correctly, but not sure which ones they are.
