Yellow only came out because Gold and Silver were taking so long and they needed a stopgap game to keep kids invested, so they made what was essentially a low effort anime ROM hack to also tie in with the first movie in 1998.Blue was considered during development but they decided against it. It was only when Shougakukan requested Nintendo for a version of Pokémon that could exclusively be sold through their magazines that Blue ended up becoming a reality. Red and Green, as well as Gold and Silver, are fundamentally complete games. It was only with Ruby and Sapphire that a third version was blatantly obvious with even Rayquaza obviously fitting the bill. There is no proper third pillar to Ho-Oh and Lugia, and the two of them are also so fundamentally different in terms of design and creation history, it's not like Reshiram and Zekrom which were created at the same time and had mutual design elements to contrast them.

You could say that Platinum made a number of dual-slot mode lines part of the regular Pokédex and not tied to GBA cartridges (Magby/Magmar/Magmortar, Elekid/Electabuzz/Electivire, Gligar/Gliscor), but even that's kind of reaching. Platinum is still the overall better game, but I think its additions weren't that big in the grand scheme of what DP already offered and what was unique to Gen IV. Emerald gave Hoenn the post-game it desperately needed, but once again, many of its additional 40-ish Pokémon could already be obtained through other methods by that point, only Mew was ever truly exclusive to Emerald.
