just ignore the fact that a lot of the mons that evolve really late tend to have (really) poor stats by the standards of the level range they evolve at because we got THE FUCKING MONKEYS instead of middle stages for the meinfoo/larvesta/vullaby/rufflet/pawniard/elgyem/etc lines. dishonorable mention goes to the deino and larvesta lines for not evolving until you're overleveled for the main campaign's final boss, so you can only fully evolve them by proving you don't need them for the campaign
the result being is that you're lugging around what are pretty much shitmons until there's barely anything left in the main campaign to use them on after they evolve

as a rule of thumb if something's evolution level is higher than 1/10th of its BST then its evolution level is too high

It's because on how the scaling of the game exp system works. Basically, they want you to fight late games trainers to be able to level up your pokemon faster. That's why a majority of them in the post game make HUGE jump in level, like route 13 trainers being in the 60s even though the game ends at early 50s.
