Anon, the DLC was announced fast because the Switch 2 delay delayed the game and thus the DLC. We know for the teraleak that they originally planned to finish the DLC by October 2025, which is when the BASE game ended up releasing, and they obviously have everything prepared for Pokémon Day 2026 to announce Wind & Waves as the 30th anniversary title so they had no choice but to release Mega Dimension shortly after the base game, it would otherwise be cannibalized by the next game announcement.
So no it's not that the DLC is scrapped content from Arceus put together roughly at same time as they did Z-A, they simply finished Z-A last year and the DLC this year.
