Starmie was only kicked out of OU after Greninja dropped into the tier. In Gen 6 OU it's currently ranked at the top of C+ tier, only 1 spot below Gengar, putting it above Alakazam, Mega-Swampert, Mega-Latios, Breloom, Celebi, and Jirachi. It probably would've been ranked higher if not for Defog making it kinda redundant.

To be fair, the 30% chance to OHKO on Blizzard was simply too overpowered. The only way to unfreeze in Gen 1 was to get hit by a Fire attack so whatever you froze was out for good.
