I don't think 20 card decks work for Pokemon. Stage 1 and 2 Pokemon take too much deck space and you don't have access to an extra deck like Yugioh.

Ideally, you usually get all 3 online in a round. Other than that, Ditto adds a little interesting sweets relay deck tech.
