As desperately as I want to go on a rant about how this is just another example of game freak being lazy retarded pedos who hate their fans. There’s some logic to this. Pokémon Remakes have always been conservative about Pokemon from newer regions accessible outside it transfer. Partly to keep “Lor” consistency (why weren’t those Pokémon there before) and game “balance” (a newer Pokemon could be too strong and break the game). Also to encourage trading with someone who had played a Sinnoh game which has come out around the same time.
HGSS is more generous than average since at least the move based evos are allowed before the elite 4. FRLG which breaks its own logic to erase nonKANTO Pokémon and BDSP which float out erases everyone past Gen4 because dexcut.
Game freak still sucks but there is some logic to this particular example of sucking

I could maybe understand not wanting to alter terrain to place the moss/ice rocks down, but there's no reason the grass outside the powerplant couldn't have been considered a magnetic field.

I remember playing FireRed somewhere between 2004-2007 (it was out in English and Munchlax had been officially revealed) and trying to see what would happen if I bred Snorlax. It just made another Snorlax, but of course it did, because I didn't have the Full Incense, it wasn't found in the earlier games, but if it was, it would have worked, or at least your imagination tells you so.

I'm not against friendship evolutions not working until the post-game in FRLG, in fact I wish that the evolution screen for them was removed completely until the post-game, don't tease the players and they won't be pissed off. Similarly, I wish that the Gen IV moves that Lickitung, Tangela, Aipom, Yanma, and Piloswine learn to evolve were made into move tutor moves learned post-game instead of level-up moves. Yeah, these Pokémon aren't inherently strong or anything, but I want the rule to remain consistent.

It actually annoys me that Eevee evolves to Leafeon with a Leaf Stone now. Why didn't it work for the first 23 years? I don't care if Leafy in the Spaceworld demo was obtained through a Leaf Stone, that never officially came out.

They could easily have placed an Ice Rock somewhere high up on Mt. Silver without changing the area much and a Moss Rock somewhere in Veridian Forest, which they changed a lot.
Relatively late areas that wouldn't drastically affect the main part of the story in Johto.

Even without a physical change it would still “break the lore”. The question would go, “why want that thing there” to “why does this unchanged area change a Pokémon when it didn’t before”. Yes it’s petty but that lmao how game freak is

Though, HGSS added many new routes to Johto so they could have theoretically added an extension to Ice cave/Ilex/power plant and put the rocks there. But they either didn’t think it was worth it for only 4 Pokémon (though why even make those requirements in the first place if that was the case) or they didn’t think of it

Eh, this idea was fucked from the beginning, since Lickitung and Piloswine could have their evo moves as early as gen 2.
To say nothing of the fact there's no way to explain why friendship evos couldn't happen in gen 1 unless Red's just an asshole.
Trying to maintain parity between gens just needlessly overcomplicated things.

Snorlax wanders all over the world, eats a ton, and its baby form can only be caught naturally on alola and ancient Hisui, so maybe it had a kind of migration pattern going from alola to Hisui before it lost its natural habitat there and just wandered all of j̶a̶p̶a̶n̶ everywhere
