>the town even has mozarabic mosaics
How is that a reason to be from Spain? Portugal is full of mozaics from the North to the South, retard. Tulip's town is located in Algarve - Portugal anyway.

Regions are very, very loosely based on real places. There is some research and references to local fauna, culture and landmarks but there is not a real intent of making it as close to their real countepart as possible. Hoenn, Unova Kalos, Alola and Galar all have desert areas while their real life counteparts don't. Even while Spain does have desert areas (that even were used to film western movies in), the big sand desert in Paldea is located in the west, an are than in Spain (and north portugal) is quite green and humid.
The biggest city of Spain is a big crater in Paldea and the place were I live is just a big lake with no cities around. While I like the references to the local cuisine, I won't lie if I say I'm quite disapointed in the lackluster representation of Spain in Paldea, and I even didn't brough up Portugal. Spain has a lot of more that could have been inspiration of lots of good pokemon, just read about cantabrian folklore, you can get a lot of cool fairy types from that.
