It's not cancer, otherwise it would divide uncontrollably, and its shape would look like a complete blob rather than a "fetus".
But damage and toxicity to a cell can make it produce hydrogen peroxide for example, which is toxic to other cells, DNA and tissues.
I could see Reuniclus be Poison type, but it really depends on what the Pokémon series wants the Poison type to represent honestly.
