>>58828814The cycling road one was retconned into being an ocean at least. They needed some reason you couldn't go from Viridian to Celadon and a limited crossing due to a water feature is good enough for a kid on foot.

>>58829036It's nearly on the same level as the exit, the real blockage is the bush wall near the tall grass patch. The hill is more representing the south route with the daycare and its series of ledges.
