Hitmontop keeps his legs short outside of battle (in amie, refresh,camp, etc. and walking in the overworld) and long in battle, not just when he attacks, it's more of a battle stance.If you look closely, you can actually see Hitmontop extend his legs during his Pokeball exiting animation.
