Legends is always its own thing, not really indicative of the regular games. This one is set in a single city and has action combat.

The DLC is fine if you want more game but at that price it's the biggest ripoff Game Freak has ever put out. I don't know how feasible it is to find Pokémon DLC at a discount but its real worth is no more than $10 speaking purely by amount of new assets.
