these, plus obviously it depends on your team too. if theres a particular move on either of them thats especially good, or if you have like 3 electric weaknesses already so torn looks shit next to whims, those are relevant factors. both are easily good enough to be justifiable on a team-by-team basis, compared to murkrow whos just torn but worse unless youre retarded and cant figure out another dondozo counter
