Brock's Onix was supposed to incentivize players to use their Special attacks vs Tackle or Scratch since its Defense is so high but its Special is terrible. Charmander players can just spam Ember and kill it in three to four turns. The only game where its actually hard is in Yellow because Pikachu can't touch it, so you have to go out of your way to catch a Nidoran or Mankey with a Fighting attack.
