95% accuracy and still missing what feels like half the time

Are there any moves in Pokémon where the move missing still does something?
Because the way I see it, a move with 80% accuracy just has a 20% chance to turn into Splash.

I find it weird how I can be next to the dude and miss every bullet, yet when I'm at a far distance and no hit would happen I basically turned into the Terminator. Especially if the gun has Burst option, I'm just a bullet-fueled blender.

I was battling an Eternatus reg I team once and I missed Draco Meteor twice on its switch in and once more ouright.
I lost miserably.

The idea there is that the dude you're standing next to is making it difficult for you to aim by getting up in your face. He could be wrestling the gun away or forcing your character to move around or dodge his attacks. Or your gun could just be too big to easily maneuver with someone at point blank range. Use your imagination

It's really only there to give melee a niche
