thinking about starting a project documenting every line that every npc speaks in games
does anyone know if this has been done before? what do you think of it?

I don't think so. I know Bulbapedo does have every line spoken by major characters, but I don't think it covers minor ones.

Already done in the form of Poké Corpus. It's not perfect, but it is excellent. It covers text for all main series titles, battle sims, storage apps, Dream Radar, GO, and Masters EX.

Just because there is a database for it already doesn't mean you should drop the idea of such a project. Some games that Corpus doesn't cover could benefit from the same treatment and Corpus takes the text directly, so lots of dialog, especially from nameless NPCs or Karen's infamous line, lack information on who is saying it and when and where. Not to mention that it's nice to have another resource for its own take on conveying that information or another place to go should one ever go down.
If you ask me, I think the TCG could use something like Corpus. It'd be nice to be able to see entire set lists in pure text and full detail with multiple languages or just to be able to search all cards that have a certain attack with just a click. PkmnCards has a great database that fulfills most of this, but it's English cards only, its advanced search could use some better formatting, and its text search has some issues.

They don't and while it's nice to have pages for every line a character has said, context is lost for lines spoken in cutscenes where a character is conversing with another. I don't think they have articles for full game scripts either aside from Masters EX and even that is incomplete and in need of better formatting.

Or appearances of Pokémon from major NPCs in the games like they've done for the anime. This may be a work in progress as extremely popular Pokémon like Charizard and Garchomp have them now, but not semi-popular Pokémon owned by a few notable trainers like Skarmory and Goodra.

Bulbapedo is annoyingly incomplete when it comes to shit they should have there, I had to download a script dump to check the dialogue for Drayton's dialogue during his trial because those faggots hadn't included it on his quotes page.

They'll have endless debates over whether or not Ash's Charizard was directly stated to be male though.

I think one of the most egregious examples is info on PLA overworld behavior being incomplete if not outright absent in most pages.
Blissey's page mentions that it will actually approach and "nurse" it if it takes damage, but Luxray's page for instance doesn't mention that it can pathfind to the player behind solid objects, nor does Chimecho's page point out that it will alert nearby Pokémon of the player's presence if it sees them. Not even small stuff like which Pokémon species are afraid/territorial/curious wrt the player.
I wanna be charitable and guess it's a choice paralysis thing (it has to do with the Pokémon's lore, but it is also important for gameplay, so does it go in the "Biology" or "Game data" sections?), but it could very well just be because no one has bothered to do it yet.
