Pidgeot is just easier to level up.
Also in FRLG (the most popular game where this comparison has a point) one can make arguments about Feather Dance vs Mirror Move, but ehhh... both are gimmick moves.
Overall there's a lot of Kanto flying-types to choose from. Pidgey and Spearow are quick to capture and very useful in clearing Viridian Forest but obviously there's a lot of better Pokemon.

Gen 1 has a very straight forward approach to Normal/Flying encounters the further you get through the game.
Pidgeot>Fearow with more minmaxed stats and Drill Peck via level up>Dodrio with even better minmaxed stats and Drill Peck AND Tri Attack via level up.

There's also Farfetch'd as hidden side-grade. It's weaker, but gets trade experience boost and can used to consolidate Cut and Fly use into one team slot, something that I think was unique to it in Gen I? Charizard could learn Fly and Cut (and Strength) since Yellow but are you really gonna use your starter for that?
