Because it's an EX Mission. And just like they spaced out EX Mission 1, 2 and 3, to give players time to get 'round to catching the pokés featured in the missions before dropping the next one, they're clearly waiting for kids to hit endgame after getting the game AND finish the DLC (so they can then unlock Zeraora in HS) before dropping the 4th EX Mission for players (probably around Pokémon Day would be my guess).
