Only reason Dragonite can be used as a mixed attacker is just because he's a pseudo with high average stats across the board
If he had the same ratios to his stats but a lower BST he would never want to use special attacks
This is kinda why BST is the most important thing of all because it doesn't just make a Pokemon stronger in a linear way it increases it's versatility as well
