The Pokémon resurrected by Ho-Oh in the burned down Brass Tower were Vaporeon, Flareon, and Jolteon.>Ecruteak City has NPC’s in the Dance Theater building that use Eeveelutions exclusively, the Brass tower also has Sage NPC’s that each one uses a Noctowl and one of each Kanto eeveelution (Jolteon, Flareon, Vaporeon). Clearly the city and association with the towers had close ties culturally with eeveelutions, increasing the likelihood of Jolteon, Vaporeon, and Flareon being the three Pokémon who perished in the fire.>The types & color schemes match 1 to 1 between the eeveelutions and legendary beasts.>In generation five the legendary beasts got Dream World Hidden Abilities (Volt Absorb, Flash Fire, and Water Absorb) These are Jolteon, Vaporeon, and Flareon’s abilities.
