why did game freak set up the johto starters to fail? Couldn't the have just used the KANTOOOOOOOOOOstarters again in Gen 2 since there was no precedent or new starters anyway? and literally no one likes the Gen2 starters anyway

Because they didn’t know how to market things beyond what already existed. Johto was a sequel to Kanto, which meant more Kanto shilling since those designs were tried and true at that point. Combine that with dull monotypes and more varied future designs and you get what you see.
