Pom Pom, it's very cute and has great typing for its availability. I never got to use one in Gen 7, but did put it on my team in SV where she thoroughly cleaned house. It was really fun swapping forms just for a specific gym or challenge, and I'll use one again if I ever get the chance.

If you see Baile more often it might be because it's the most barebones form and you get a better look at the body. Pa'u is the exact opposite of that and is unfortunate to have the most unnatural feather arrangement for a bird among the four.
