Had an idea for a Unova rock specialist character since there isn’t really one. The character would be named Pietro Palazzo and would be Castelia City’s resident kingpin. Basically, think the Italian mafia in Pokemon (no, team rocket and the rust syndicate don’t really count since they’re clearly based on the Yakuza). The Palazzo Crime Family would have a legitimate, front facing side as Palazzo Construction Inc, a construction firm that has helped build Castelia (in the most literal way possible) for decades. Its most recent venture, the construction of the neighborhood on route 4 has been stalled indefinitely after ruins were found on the site. Personality wise, Pietro would be unflappably calm and methodical, constantly working to be three steps ahead of the powers that be in Unova and making sure his syndicate stays powerful and relevant. Even when angry, he remains eerily tranquil, never losing his serene smile. He is also prone to dry snark and sees almost every conversation as an opportunity to either manipulate, obtain information, or get a read on someone. He would also be something of a history buff, having stopped the construction project on route 4 out of sheer interest and sponsoring various museums in Castelia. His team would consist of a Carracosta, Archeops, Gigalith, Crustle, and Tyranitar. Do you guys think he’s too similar to Giovanni or Corbeau?

Sounds fun. Besides, is hard to make gangsters in Pokémon different, because these guys use grunts to not being involved in the dirty business.

I feel like given Pietro’s construction business, he would be more prone to cement shoes or just burying people up to their heads in sand in the desert resort and leaving them to the Krokoroks. He’d call it a new and innovative sand bath treatment at the don’s favorite resort. Oh yeah, I also forgot to talk about his appearance. Pietro would have a tall, broad shouldered build, though you wouldn’t know it with how much he sits in his office chair, with dusty blond hair (with some grey streaks here and there) that’s neatly combed back, a tan, Mediterranean complexion, a massive scar running from his right cheek to over his nose, and cyan eyes which match the crystals on his ace shiny gigalith. He would wear a brown pinstriped suit with a vest and fedora. He would probably also wear a clearly expensive watch and carry a hefty cane that he definitely doesn’t use to bludgeon people to death with. I think he would also have an explicit policy against creating an evil team or drawing too much attention to themselves. Keep things simple, consistent, and profitable.

Not an evil team, just dutiful employees volunteering for overtime pay. :^)
But it raises the question: if he just keeps things simple, consistent, and profitable, I don't think it leaves much opportunity for giving people sand baths.

Actually, I have another idea for a Unova oc who combines an unused type specialty with an untapped American stereotype, the military. I mean, there’s lieutenant surge, but him being a lieutenant indicates a chain of command in the unovan military, hence my oc General Ferris Smith. He’d be a relatively recent promotion to the position, as his predecessor resigned in disgrace after his failure to handle the Neo team plasma situation. Ferris would be a serious, no-nonsense sorta guy, being a stickler for the rules and a bit of a square. He’d be the ultimate straight man for the zany characters in the Pokemon league and gym leaders. Appearance wise, he’d wear a cobalt blue military uniform with several medals and have silver hair in a crew cut style. His team would consist of a Lucario, Magnezone, Klinklang, Durant, and Ferrothorn.

He's considerably similar to both of those people but diverges from them due to his motivations. Giovanni's far more ambitious and Corbeau's far less entirely. There's two issues. The first one is obviously that there's no Poke-Italy yet, so you'd have to at least make up occasional references to the home country. The second thing is that Unova actually already has a mob boss, it's some old guy in a trench coat who calls openly calls himself The Boss of Black City, which suggests he is really fucking powerful if he can get away with that, and he would probably already have some connections in Castelia City to begin with. Also the fact that he uses Rock types makes him a bit similar to Giovanni who uses Ground types. Team Rocket is also the only team with a confirmed kill, and you mentioned that this syndicate occasionally kills people.

It's a bit rare for the heads of construction companies themselves to be proactive criminals, they're usually the ones being held under the thumb of mob bosses while being threatened against underbidding on contracts the mob wants to control or having their job sites and equipment squeezed for protection money. A delayed concrete delivery can stall a project to the tune of tens of thousands of dollars every day, a sudden labor dispute can be devastating, and when time is ticking, desperate construction managers will pay extortionate rates for the tools they need.
Typically, a head of a construction company cheated the system by actively colluding with the mob--look up the Concrete Club sometime. They would overbid on jobs and then split the proceeds with their good friends who made sure no one made the city a better offer. They would use mob-controlled labor unions to strangle their competitors, create fake invoices, set aside wages to employees that don't exist or mail bills for services that were never rendered. But almost all of that relies on being part of a larger operation. Individually, a construction company can bribe officials to ignore certain violations or make political contributions to prove their reliability before the city or state needs to decide who to trust with a big job.

Pasio wasn't an (artificial) island near the italian equivalent of the Pokemon world? Also, I feel the anime also added places that are from other countries, yet being located in japan.
Hell, it also happened in the games: Sootopolis has a very "Greece" vibe, when is basically Pokémon Okinawa.

The Teraleak showed that Pasio was originally going to be more like Italy, but that was scrapped in favor of just making it an island. Supposedly Sugimori flat out told the Master Sex team to scrap all references to Italy because he didn't like the work that was produced, so the island was made more nondescript. However, Centra City and the Battle Villa might have some subtle influences left over.

That’s true, but you still have a lot of cultural practices from that era left over, ones that would inevitably surface, such as mafia inductions including the burnings of images of Saints, or more importantly, accents and pizza. Maybe this might not be particularly important but if you’re going to be making a character with demonstrably more mafia inspiration than Giovanni it’s a detail you should at least consider.

Since he’s a Rock type trainer, maybe he could be part of the sand mafia and pillage that random ass desert conveniently located near Castelia City. Would you believe that sand is one of the biggest illicit trades worldwide, and that the reasoning for such is that the world is running out of sand? Depending on the mob’s power level it wouldn’t really be too unreasonable for them to pay off local authorities to have their sand trucks loaded with two to three times the legal limit. And the best part? This ties heavily into concrete production, which is essential for construction. It’s a fascinating rabbit hole.

To be fair, I doubt poke-Italy would be a 1-1 recreation of Italy down to its cultural practices, in the same way we don’t see any references to Tauros fighting in Paldea. Also, Clay is canonically from Sinnoh but he never mentions that in the gen 5 games.

That makes sense. Reminds me of GTA 5 where one of Franklin's targets was a mobster entrenched in one of his projects.
The dude was going to scam the firm by staging a material and tools robbery, but was discovered, so he was watching his back like a madman.
But the thing is that when you finish the mission, the rival company (who foiled the robbery attempt) gets a massive increase in shares because they take over the (newly free) projects.

A redraw of an older design I didn't really like too much. If Miko were to be a gym leader, he would specialize in electric types and his gym battle would take place in the arcade/casino he opens. His team would consist of multiple Voltorbs that love to self destruct on unsuspecting enemies, paving the way for his Pincurchin and ace Electrode.

His badge would probably look like some sort of die or star.

While you mentioned the gym battle, one idea that popped up in my head is that his badge is a roulette, and the voltorbs are part of some minigame where if they fall in the correct spot, they pass easily, but if they dont, they fight a trainer, and if you want to push the luck topic further, you could add a mon that has metronome so its a true gamble how it goes down.

I’ve had this idea in my head for four ocs who would essentially be Saturn’s admins/executives when he’s trying to turn team galactic into a legit energy company after the events of platinum. They would be Vesper, a charismatic bum who joined team galactic thinking it was one of those fun free-love & drugs cults, Ermis, a hacker and career criminal who joined team galactic to hide from law enforcement since they have to all have the same hair cut, Nereid, an aspiring Pokémon biologist who joined team galactic after she took a gap year from college and thought it was an actual energy company, and Umbriel, a former contest star who ran away from home to challenge the sinnoh gyms and joined team galactic after hitting a wall in her batting career.
