I have a feeling that, because the sets are made months in advance, the design team legitimately assumes these cards will be meta changing. But they sometimes miss their mark. We also saw fucking Crawdaunt of all fucking Pokemon get a fucking FA. They thought the energy trash on it was probably going to be a real pain in the ass but in practice it's just too slow and clunky to actually make a dent. They're usually on the mark, cause they obviously design some cards to be obviously over/undertuned but sometimes you get a "that's right, it goes into the square hole" scenario where the pieces just don't flow into the user experience as planned.

I don't think FAs have any meta significance at all. Sure, some of the pushed cards in a set will have them but the majority of FAs across every pack are unevolved basic mons or shitters that were obviously unusable even at the time.

Mostly I just want items to stop being crown rares, Poke Ball was fine because it's iconic, Candy was pushing it and all the others have felt like a complete waste of the rarity slot in their respective decks.

I finally got salamence to "work" by just running him with magnezone
I initially tried juggler but never used it once in 10 games, so I swapped it for cyrus
It's not great, but if you really want to use salamence, like me, it has performed better for me than the ho-oh/baby variants that I tried

Eh I've tried the same idea with Mega Steelix ex and several other high energy cards previously but it was very hit or miss, especially on double Stage 2 versions where deck space and consistency become a problem. Magnezone didn't actually synergize with whatever other cards it's working with, it's just self sufficient meatshield

It's a meatshield but a meatshield that ramps itself and does respectable damage
It can usually stall enough time for mence to come in and kill anything afterwards too
I would've thought the two stage 2 lines would be a problem, but it somehow works itself out
Compared to ho-oh, which either needs babies (letting opponent 1-2 point win) or starting raw ho-oh (who might not even survive to attack and still has to charge a basic, so you risk holding on bagon for too long), this is the best I can come up with for salamence
